Sri Lankan Driving License: Requirements & How to Get One

Why I Still Think About This

I got my own driving license as a teenager, back when the process felt impossibly complicated and the queues at the Department of Motor Traffic seemed to last forever. I passed, eventually — and I’ve been on two wheels ever since.

Over the years, I’ve helped a lot of people through this process. Customers who want to convert a foreign license to a Sri Lankan one after moving here. Young locals asking how to get started. Long-term residents who’ve been riding on a tourist permit and want something permanent. This guide is for all of them.

Types of Driving Licenses in Sri Lanka

Sri Lanka issues different license categories depending on the vehicle type. The most relevant ones for riders are:

  • Category A1 — motorcycles up to 150cc
  • Category A — motorcycles above 150cc
  • Category B — light motor vehicles (cars and vans)
  • Category C — heavy vehicles

If you want to ride any of the bikes in my fleet legally, you’ll need at minimum a Category A1 or Category A license — depending on the engine size you’re riding.

Age and Eligibility

The minimum age to apply for a motorcycle license in Sri Lanka is 18 years. You must hold a valid National Identity Card (NIC) or be able to provide acceptable identification. There are no residency requirements for the basic application — both Sri Lankan citizens and long-term residents can apply.

Step-by-Step: How to Apply

Step 1 — Obtain a learner’s permit. Before you can apply for a full license, you need to pass a written theory test at the Department of Motor Traffic. The test covers road signs, traffic rules, and basic road safety. Study materials are available at the DMT offices.

Step 2 — Practice with your learner’s permit. You are legally allowed to ride on a learner’s permit, but must display L-plates and ride accompanied by a licensed driver. The learner’s permit is valid for two years.

Step 3 — Book and pass the practical test. Once you feel ready, you book a practical riding test at the DMT. The examiner will assess your control of the vehicle, ability to follow road signs, and general road safety behaviour. The test typically takes 15 to 30 minutes.

Step 4 — Submit your documents and pay the license fee. On the day of your practical test or after passing, you’ll submit your application form, NIC or passport, photographs, and pay the fee (typically LKR 1,000 to 2,500 depending on category).

Step 5 — Collect your license. A temporary paper license is usually issued immediately. Your physical card arrives within a few weeks.

What Documents Do You Need?

  • Completed application form (Form DMT 1)
  • National Identity Card or passport (original and copy)
  • Two recent passport-sized photographs
  • Medical fitness certificate from a registered doctor
  • Learner’s permit (if applying for full license after passing practical test)
  • License fee payment receipt

Converting a Foreign License to a Sri Lankan License

If you hold a valid foreign driving license and have become a resident of Sri Lanka, you may be eligible to convert it to a Sri Lankan license without sitting the full theory and practical tests — depending on your country of origin and the category of license you hold.

The process involves submitting your foreign license, passport, and proof of residency to the DMT along with an application form. An assessment may still be required in some cases. The AAC (Automobile Association of Ceylon) can advise you on the specific requirements for your situation.

License Validity and Renewal

Sri Lankan driving licenses are valid for 10 years if you are under 60, and for 5 years if you are 60 or older. Renewal requires a medical fitness certificate and a visit to the DMT — I’ve covered that process in detail in a separate guide on this site.
